Interestingly enough, even without the recession, college tuition rates have been rising and making access to continuing education more difficult and more competitive for potential students. The article stresses the concern that rising tuition rates locked in with a worsening recession, or a recession that lasts a while, could spell a huge educational gap between America's recent graduates and those up-and-coming. New Federal Law Makes it Easier for Adopted Teens to Get Financial Aid

The new law, known commonly as the "Fostery Adoption to Further Student Achievement Act," will make it possible for teens in foster care to be adopted without losing access to college financial aid.

Under this new law, youth who are adopted from foster care at any point after their 13th birthday will not have to include their parents’ income in the calculations for determining their need for financial aid.
